Do cosmetic companies fully disclose ingredients?

The short answer
US rules require an ingredient list, but several allowances let that list stay incomplete: fragrance blends can be collapsed into one word, incidental processing aids can be left off, and trade-secret petitions exist. A list can be legal and still not be the whole formula.
The three exceptions are fragrance blends, which can be listed as one word; proprietary blends, which can group several ingredients under a trade name; and anything below the threshold at which a component must be declared.
Between them, those exceptions mean a full-looking list can still leave you unable to identify what you reacted to.
We use none of the three. Every ingredient in a ingredientlogic formula gets its own line on the label and its own entry in the glossary, in the order it appears.
